Foreign students are often well on their way to starting or continuing their studies. However, some may have difficulties making the transition to higher education, for example because they do not have enough money available. In order to apply for a visa for the purpose of studying, they must start or continue a course of study with such high admission restrictions that there is little prospect of admission (e.g. medicine).
